Regulatory Information
This document outlines the regulatory framework that governs Casino Niagara, located in Niagara Falls, Ontario, Canada. The information below details licensing structure, regulatory oversight, compliance obligations, and legal requirements applicable to casino operations.
Ownership and Licensing
Casino Niagara is owned by the Province of Ontario through the Ontario Lottery and Gaming Corporation (OLG), which holds the gaming licence and has overall control of provincial casino operations. MGE Niagara Entertainment Inc. manages day-to-day operations under the “Niagara Casinos” brand, which includes both Casino Niagara and Fallsview Casino Resort.
Operations are authorized under the Gaming Control Act and related provincial regulations. All gaming activities are conducted in accordance with the licence issued by OLG, under oversight of the Alcohol and Gaming Commission of Ontario (AGCO).
Provincial Regulatory Oversight
Alcohol and Gaming Commission of Ontario (AGCO)
AGCO serves as the provincial regulator responsible for enforcing compliance with gaming standards in Ontario. AGCO enforces the Gaming Control Act and related regulations, monitors casino operations, and may impose administrative sanctions, including monetary penalties, for non-compliance.
MGE Niagara Entertainment Inc. is directly subject to AGCO oversight and must comply with all gaming standards. Requirements include minimizing risks related to money laundering and ensuring integrity of gaming operations.

– Restrict admission and gaming to individuals aged 19 or older.

– Enforce self-exclusion and comply with court-ordered restrictions.
– Exclude specific categories from play, including: officers, directors, and registered gaming assistants of Niagara Casinos; executives and staff of unions representing site employees; employees of registered suppliers who service or repair gaming equipment; members and employees of AGCO; and officers, directors, and employees of OLG (unless exempt by regulation).

Federal Regulatory Oversight
Proceeds of Crime (Money Laundering) and Terrorist Financing Act (PCMLTFA)
Casino Niagara is designated as a “reporting entity” under Canada’s PCMLTFA and related regulations. Compliance is supervised by the Financial Transactions and Reports Analysis Centre of Canada (FINTRAC).

Enforcement and Compliance History
Regulatory enforcement actions inform the compliance environment. In 2023, AGCO imposed a $70,000 penalty on MGE Niagara Entertainment Inc., as owner of Fallsview Casino Resort, citing failures to address money-laundering risks related to a patron bringing $80,000 in strapped $100 bills onto casino property. AGCO alleged deficiencies in notifying the regulator and local police, and in corroborating the source of funds, despite high-risk identification.
This enforcement action, although specific to Fallsview Casino Resort, demonstrates anti-money-laundering standards applicable to the operator and the range of sanctions for non-compliance.
